April 13, 2018

On Friday, April 13th at 09:54 hours the company along with Station 15 (Chester County Hazmat) were alerted to Baltimore Pk and Route 41 in Avondale Borough for the report of a rail car leaking. Initial reports were a rail car with visible vapors coming from the top. An additional report stated that the car was placarded with the placard 1075. 1075 is the United Nations number associated with the hazardous gas Butane. Station 22 and 24 were added for additional manpower and apparatus.

Rescue 23 made the response with a crew of 5 and upon arrival reported that there was an active leak and a rail road hazmat inspector was on location. Assistant 23 arrived on the scene and established McCreary command. It was determined that the leaking rail car was full with around 30,000 gallons Butane. A fire police task force was alerted to establish a safe perimeter around the scene. A supply line was established from the hydrant located on the corner of Baltimore Pk and Route 41. Several hand lines and Ladder 22's aerial device were deployed to protect the tank and exposures. Continuous air monitoring was performed by crews in the hot zone around the leaking tank and several hundred feet down wind on the incident.

Upon arrival, the County Hazmat Team and its Chief established a plan to make entry into the hot zone and on top of the leaking car in order to manually close the leaking valve. A member of the team along with a representative from the rail car company made entry and found a leaking valve. A plug was used in order to seal and stop the leak.

Units cleared the scene around 12:09 hours with no readings of any gas in the area.
